Can creditors 'renew' debts on your credit report after the seven year limit?

Nope. Only judgments can be renewed.

Even if one collection agency 'sells' the account to another? This has happened on my report recently; the same debt, but a different collector reporting to the CRAs. Thanks for your response!

It is 7 years from the date of first deliquency.
