I am going to assume that these are monthly reoccurring bills.

I am going to assume that these are total amount owed on delinquent bills.

The first thing I notice here is two bad debts for cell phones at 1000 and 700 and another monthly bill for a cell phone at 60. I think you need to really work on how you handle your cell phone usage. I would get rid of it totally if you are not under contract.
The next thing I notice is utilities owed but no rent or house payment. The reason I question this is to make sure that the utilities are a delinquent bill and not a monthly reoccurring bill.
I think a monthly written budget would help you a lot. At the top list your total income and then below that list out all your monthly payments in the order of necessity. Typically it is rent, car payment, utilities, car insurance and food. Those always need to be budgeted first. Next, I would pay the unsecured monthly debt payments that are still on time and not months late like the student loans. After that list out your debts from smallest to largest based on total amount owed and work your way up the list paying off one at a time.
If you are short on money the best thing you can do is get rid of expenditures you do not need and change your lifestyle. With the list you gave it would be very difficult to eliminate any monthly bill other than the cell phone. Watch your monthly spending closely and eliminate things like eating out, junk food, cigarettes and other items you do not need.
One good thing you have going is your total unsecured debt is a very small amount unless your student loan debt is higher than I think it is. The debts you listed that are delinquent will probably never sue you so its just a matter of working to pay them off at your own pace.
