i had talked to a collection agency on the phone and came to a settlement. they said they would send my receipt when they got the payment now they wont send one without me requesting one in the form of a letter. what gives

As a rule of thumb, you get the agreement in writing prior to sending payment. Do you have a canceled check, credit card statement or other proof of payment? If you have that and the settlement agreement in writing, you should be fine.
