Someone misused an elder relative's credit card. Can he lower his interest rate and payments through negotiation? He is on a limited income.

He can try calling and asking for a lower rate, if he's been responsible with his payments and hasn't been late he has a better chance of the CC company working with him, all they can say is no, it doesn't hurt to ask.
