Nelly, Although I have earnestly trying to pay off my Target credit card bill I am now owing over 462.00 dollars with no end in sight as to their predatory practices. Is there any consumer agency that I can turn to for help?

Tighten your belt, live on a budget and get them paid off. The more money you pay, the less interest accrues each month. A $50 payment will pay your off your balance in 12 months. $75 would be 7 months and a $100, less than 5 months. Right now, even if with an interest rate of 29% (I am guessing)your charge would only be around $11 per month.
Hardly predatory.
