Citi asks for remain balance after settlement

Hi,
What should I do in this situation?
I settled my AT&T Universal Mastercard on December 2010 at 45% of the original balance and I received the agreement letter after the phone call. In the letter, they will deduct from my checking $394 a month for 3 months. Everything went fine for the first month; however, Citi sent me a form that they would deduct $360 a month for last two payments. I did not know why they changed and they deducted from my checking $360 in January as well as another $360 in February. I did not hear anything from them since because I thought the settlement was completed.
Early of this month, I could not login to my online account and I receive a phone call from United Collection Bureau on behalf of Citi asking me to pay $1516(which is the forgiven balance). I told UCB that I settled this account and faxed them all copies of my payments and agreement letter. UCB gave me a number of Citi, I called them but they said the account is handling by UCB. Calling UCB back, and they wanted me to contact Citi.
I sent Citi and UCB a certified letter with return receipt asking them to fix their errors but it did not go anywhere. They received my letter but I haven't heard anything from them. I'm checking my credit report and Citi listed the account as charged off, balance dues of $22, an inquiry from UCB for PP. I also receive a monthly statement from Citi asking me to pay $1548 by May 02.
How would I resolve this issue? Can you sue Citi for breaching the settlement? I do have proofs of all my settlement papers.

File a complaint against Citi with the BBB. It will get to a decision maker within Citi who can fix it. Also, send a C&D letter to UCB, certified mail.
