I know you already answered that financial aid is not credit based, but what about loans from colleges that are used to finance college tuition? If I consolidate my credit cards, will I still be able to borrow for tuition?

It will depend on the officer-in-charge of the financial aid department of the college. However, I feel that you'll be able to borrow for tuition even if you consolidate credit cards.
