Received a letter from FIA stating 50.00 is due me from an old account. I`m supposed to sigh & return within 30 days or they will hand it over to the state as unclaimed money. Is this a scam?

You should ask them to prove their claim first. You can send a written request to them to validate the debt. Don't sign anything in a rush.
