I just spoke to IC Systems, they are trying to collect on behalf of Target Visa. If I negotiate with them, they say they will have to go back to Target to see if they will accept my offer. Does this sound ok or is it risky to negotiate with someone other than the original creditor when it hasn't been sold off? As long as I have the agreement in writing is that good? Any advice?

First, you validate.

If you're already sure the amount they're trying to collect is correct, check with Target to see who's managing your account. If it's IC, then go ahead and negotiate a settlement with them. If it's not IC, send them a cease and desist letter and either deal directly with Target or whomever is actually managing the account.

Whatever the case, get your PIF in writing.
