Will they do debt settlement if you acct is closed?

We closed a couple accounts to do hardship programs, would they still do a settlement if we started not paying? My husband thinks since we closed the account that they wouldn't do it now.
Also, we closed one other account, not for hardship but because they were going to raise the interest rate if we didn't (we weren't late they were doing this across the board). Wondering also if they would do a settlement if we were late even though the account is closed?
