Lowering Credit Card Interest?

I know years ago it was possible to call your credit card company and ask for a lower interest rate. Is this still possible today?
I tried this week with a couple cards and had no luck (even with a card with 24.5%). My payment history is excellent. I was persistent and threatened to either close the account or transfer my balance to a different card. I even spoke to two different managers, who read me the same script.

It is still a possibility to request the creditor to lower the rate but more and more creditors are no longer interested in cooperating with the debtors even when they threat to default on the loans. :(
