How to proceed with capital one card

I have about $2800 on a Capital one card that they have already charged off. I have been getting calls from James A West and have received a letter offering a settlement for about 85% of the debt. I did just get a tax refund and am prepared to pay this off but not that much...maybe up to $1500. After reading a little on hear about James A West I wasn't thrilled about working with them so I called Capital one and they just referred me to his phone number.
What is my best option moving forward. Trying to work with James West? Trying to contact someone different at Capital One? Will Cap One even talk to me if they have charged it off? Should I try sending an offer letter?
Any suggestions?

You might not have other option but to deal with the collection agency. Since Capital One has sold the account off to the collector they no longer have the ownership on it. You may try to negotiate a lower settlement package with the CA.
