ACH transactions clear through the Federal Reserve System. I may be wrong, but an ACH "processor" would need to have a Routing Transit Number (RTN) in order to run ACH's for its customers -- and RTN numbers are usually only assigned to banks.
I know that my company processes ACH's through our bank. And so if one of my customer's has a dispute, their bank will contact my bank, and then my bank will contact me....
But generally speaking, that's how it works.... if you dispute charges or transactions, then you deal with your bank and let your bank deal with the processors.
