Chase Offer

Hello,
I have two acocunts with Chase owe about 24K and about 90 days behind. They offered me 14K settlement I said I can not pay. I offered 5500 over 3 months he says he can not do. Then he gave me the number for some credit consuling.
Would they go any lower? Has any one worked with Chase?
