My account has gone to 3rd party collections, I called the original creditor and they verified that is with then. I just made a settlement offer of 30% if they accept should I still validate the debt? Also what does the settlement letter need to say should it be from original creditor to?

If they agree to your proposal then you can send a Letter of Acceptance of Verbal Offer (settlement) to them along with a Debt Settlement Agreement Letter

The settlement offer letter should spell out the terms and condition of the settlement proposal explicitly and must be in the letter head of the collection agency and duly signed by an authorised official.
Since the original creditor has confirmed that the collection agency is authorised to collect against the account, you may avoid the validation part.
