Has the collection agency gotten a judgment lien against her car? If there is and it has been on her record for at least 2 years without being enforced, she could get it released. I would not recommend trying to sell a car with a possible lien on it.

There are no judgements or anything against the car. She contacted the DMV here in Illinois and in Cali where she bought it and the title only shows her and the credit union on as the lein holder. She said the only things that have changed on the title are when she moved from Cali to Illinois and when she changed her address. She still has plates on the car (illinois law) even thou it is not running. So they know where the car is.
