GC Services settlement letter on Citi

I received this offer from GC Services via fax here is the letter say. It is on GC services letter head.
"in effort to assit you in resolving your account, our client has authorized us to offer you the opportunity to settle your account. This means instead of paying the full balance due on your account, you can pay 40% of the total amount due and the above mentioned clent will consider this account settled.
If you wish to take advantage of this one time offer contact our office or mail your remittance, in the form of cashiers' check or money order. If the settlement is not received with in 5 days of the date of this letter, this offer will become null and void.
GC services does not report any information to any credit bureaus or agencies."

Please let me know if any one dealt with GC and if this fax letter will hold up in court in a need.

I would probably call the original creditor and make sure they are able to offer this settlement. If they still own the debt I would ask for the original creditor to provide a similar letter. since these people are saying they do not report to the credit bureaus I would suspect the oc still owns it so I would get it on their letterhead if you can.
