DV'd current collector but not past one

I received a dunning letter a couple weeks ago from Weltman, Weinberg & Reis and promptly sent them a DV via CMRR. But this is an account with LVNV and initially back in Dec 2008 I received a dunning letter from Resurgent.
Because I didn't know what I was doing I didn't send Resurgent a DV at the time. I didn't receive anything else from them after the initial letter.
Could LVNV now go back to Resurgent to collect/sue without hindrance since I never sent Resurgent a DV even though I now have DV'd the latest collection agency within 30 days of receiving their first letter?

Nope, if they had to sue you, they would have sued you then. My best guess is that they didn't have the proper documents to file a case against you. And, that is why the case has resurfaced with another CA.
You have done the right thing by sending the DV to the collector. This should always be your first step to deal with a collection agency, unless you're sure of the debt.
By the way, how old the debt is? Check if it is still withing the legal SOL.
