How do I start the negotiations with Colleciton Agency?

Had a CAP ONE account sold to Portfolio Recovery back in 2/09. I was already under hardship with CAP ONE making minimum payments of $17.75. No letter was sent to me but phone calls starting pouring in later that year. I have sent this small amount of money through my changing of jobs consistently the whole time. The amount I owed CAPONE at the time of sale was $5473.
I now have some money put aside to make a pennies on the dollar offer.
How do i begin settling?
At this point they just call 3 times a day leave messages but no letters, no threat of suit.
Should I keep paying the amount until they request more? Or after I try to negotiate.

What is the status of the account with Portfolio Recovery? Are you making payments on that too? If so, you may then call them up and make your offer.
