Does Target deal in good faith?

I have been attempting to make a settlement an account with Target for at least 61/2 hours today and at least 3 hours more in the past few days. It appears Target doesn't know what good faith negotiation are as demonstrated through their stong arm tactics. As far as calling target National Bank forget it, you dial the phone number and you land up with Target Guest services, who connect you to collections. No good faith demonstrated here, or is it they do not know what Good Faith is all about?
