well whoever sent you this either

1)got a default judgement against you or
2)are sending false documents in order to scare money out of you.

you need to check with your court clerk to see if either a court date is pending,or a judgement was entered.nobody can garnish without first going to court and getting the judgement.find out through your court clerk the truth.then we can help you how to proceed.

You will have to answer to the summons. For that you will have to read the summons and complaint form minutely. Then you can file your answer to the summons. For answering to the summons you can either take help from an attorney, or from the court clerk. Visit the court from where you have been served the summons. Request the clerk to help you in filing the answer.

You can try an out of court settlement, but you must answer to the summons. Get the settlement agreement in writing. Only if you agree to pay off the debt, you can stop the garnishment order.
