Can a collection agency refuse the payment plan I can afford? If so, can they sue me even if I have sent a payment that they did not accept?

Yes Liz, a collection agency may not agree to your payment plan. They can also sue you even if you had sent a payment which they did not accept. You will have to give a plausible, and strong reason to make the collection agency agree to your payment plan. Clearly mention the reasons as to why you want to set up a repayment plan. Talk to the agency over the phone, and also send them a hardship letter.
