frozen cd

I got in way over my head with a credit card and owed a little over 4.000. I had to quit my job to take care of my mother who has alzeimers and had no way of paying it back. My mother had a cd with app 5200.00 in it since I became her caretaker I also had to get power of attorney and in doing so her cd was put in my name also. Mann bracken has taken 4565.82 plus a 50.00 fee out of it this left an amount of 533.00 . this amount is now frozen and cannot be accessed my question is why I am sure the amount they took covered the debt so what right do they have to freeze the balance? any help would be greatly appreciated. thank you for your time.
