After you have been on a debt management program for over a year is it possible to settle debts with creditors?

Yes, but you are likely going to need to out of the DMP for a few months before the creditors are going to be willing to settle. Or if they do settle that quickly, it likely won't be as low as they are ultimately willing to go.
