If a debt collector is asking me to pay more than i can afford can they garnish my check if i am sending money in to make an efforded to pay it off

They can't garnish anything unless they have a judgment against you. Have they brought an action against you in a court of law and gotten a judgment? If so, they are limited by the laws in your state as to how much they can garnish. If you and this debt collector entered into an agreement and you can prove it then they are harassing you and could be held liable under the FDCPA.

It depends on what state you are in. Unless you have a written contract/agreement, I wouldn't trust them as far as I could throw them. They would need a court order to garnish your wages, unless it was a payday lender, which would most likely be a 'wage assignment', but wage assignments are voluntary and can be revoked at any time.
