Requested reduction of Interest Rate

Betsy (my Wife) called Target today and asked about a reduction in our interest rate (APR) on the Target card. Given our good credit and payment history with them, I expected Target to be somewhat amenable to our request. Not only was the associate very curt and impolite with Betsy, she essentially told her Target's "board" had instituted a policy refusing to take interest rate reduction requests from any customer. I don't know the fair credit and lending act by heart, but this sounds almost illegal. Can you offer any advice on this topic?
