I recently received a notice of garnishment from a marshal of the city of NY. but I do not recall ever receiving a notice to appear in count. What do I do?

As far as I know, you will receive a notice to appear in the court if the creditor files a lawsuit against you. It is surprising that you didn't receive a notice of garnishment. In my opinion, you should contact an attorney and take his opinion in order to deal with the creditor.
