Does URS do debt settlements? If so at what percent.

United Recovery Systems indeed settles debts.
The percent will be often be different depending on who they are collecting for and available data they see about you.
URS collecting for Citi is handled differently than URS collecting for CapOne, Discover, GEMB etc...
