What is this debt???

I have an outstanding debt. I am being told I owe $2073.52. This debt is listed as a Verizon Calling Card from 1999-2000. What kind of information should I ask to receive to verify this debt? And what should I do to settle this manner. I do not have that kind of money laying around. And why haven't I heard about this debt sooner than 10 years later?
