Portfolio Recovery Associates

Hello All:
Wondering if anyone can provide advice on this situation.
I received a phone call about a month ago from Portfolio Recovery Associates - they were telling me that I had a balance of $$$$$ and wanted to collect on said balance. I had already requested DV from another CA on this account and they apparently then sold it to PRA. This was the first communication of any kind I had with PRA.
I told the gal from PRA that I am disputing this debt and she asks me why. Because it is my right - BUT WHY? I said I can just give you my new contact information so you can send me a letter. She continues to ask why am I disputing it, so I hang up on her. Never gave her my new address info.
Don't hear from them again until today - got a letter saying: SECOND NOTICE: Account Selected for Legal Review
This is the first piece of paper I have ever received from them and already they are talking about legal action?!? Somehow they did manage to get my current address, but haven't sent me anything until this letter. Don't they have to send that standard if you dispute this debt letter thing?
This is my last credit account to get rid of - most of the companies I have sent the DV request to just drop off the face of the earth. What to do here - since I never received the initial "If you dispute this debt" letter.
Any help you all can provide is much appreciated!

Ask PRA to validate the debt in writing via certified mail with
Ask PRA to validate the debt in writing via certified mail with a return receipt request. If they don???t give any reply, then forward them a Cease and Desist letter.

Blankspace....what is the point of the cease and desist letter? If you have ever read the FDCPA, a DV has an implied C&D until they validate the debt.
