BofA, Citi, GE Moneybank won't respond

I have written offers to settle to all the above creditors. They won't write back with anything more than "call our office". Is there anyway to obtain a written acknowledgement or acceptance?

Agreed. You need to call. And you don't say how late you are. It usually needs to be 120 days or more before you get much reaction.
