longterm unemployed, defaulted, rehab options

I have been dodging student loans awhile, and long-term unemployed due to medical problems. I also have had my tax returns levied for student loans. I am preparing to re-enter the workforce, and will be filing for bankruptcy as well as going through a divorce. I realize student loans are not eligible for discharge. My question is in which order do I put my plan in motion to give me the best benefit? Ideally, I would prefer to have my ducks in a row so that the first impression with my new employer isn't a call to personnel from the CA regarding a wage garnishment.

I know that since I have been unemployed for >1 year that they cannot garnish me YET. This will allow me the opportunity to rehab my loan in 9 months without the additional hardship of garnishment, correct? That is what I am hoping for. I will be a single mom, and would like to re-enroll in school as soon as I complete rehab (9 mos), and qualify for FAFSA, which means I probably won't be able to enroll with financial aid assistance until fall of 2013. My daughter graduates high school in 2015, so that would give me 2 academic years of aid.

It is inevitable that they will have my contact info shortly. I want to do this in the correct order to give me the least amount of grief and harassment from the CA. Once they get your phone number they are relentless. I only have a cell number, and cannot afford for them to barrage me and put me in difficult phone conversations while I try to lead a normal personal life.

Questions:
1) Who do I contact regarding the student loan, the guarantor or CA?
2) Since CA will lie about my options, how do I get the truth about how to forgo garnishment due to my unemployment?
3) Who do I get hardship payment amounts from for rehab program? The last time I spoke to CA (when I was employed) they told me I had to pay them $500/mo x9mos to rehab. They would not budge on the amount.

I sincerely appreciate your help. I am looking forward to putting this chapter behind me and furthering my education in nursing, my back cannot tolerate the physical requirements of the job at the bedside. Furthering my education is the only option to get me in a position where my pay will be reasonable without the physical hazards of nursing.
Working at the bedside I was paid $24/hr, if I work in an office setting my hourly wage drops to $13. That is not enough to support myself or my child.
