consolidate or rehab pls help

I have 2 loans one in Direct Loan which is in good standing and I have a defaulted Perkins Loans through a University which is on collection It's been sent or sold to ACT Collection Agency. Should I Consolidate or Rehabilate. I'm going to need a new car in a couple of years I really need my credit report to be cleaned up.
I heared consolidating will not improve credit score. Should I send them a letter stating I won't consolidate unless they erase negative entry on my cr. Or should I just Rehabiliate with ACT Collections.

Your Perkins is not owned by any collection agency...federal stu
Your Perkins is not owned by any collection agency...federal student loans are never sold to CA's.
All communications with student loan CA's need to be done over the phone, not in writing ....they will not respond. And they wont remove negative credit so even asking is a waste of time.
Perkins require 12 monthly payments to qualify for rehab. Call the CA.
