I only received unemployment compensation in 2010, yet my tax refund was offset for student loans. Can they really do that? Can I get it back?

Yes they can do that...you are in default. A letter would have been sent informing you of their intent,. If your loan had been current, you could have applied for Unemployment or hardship deferment,. Even in default, you could have applied for a Direct Loan Consolidation to get out of default....then you could have either gone income incontingent or unemployment deferment.
