I received a call back from the owner at Netcashusa. (see topic "Netcashusa" for more no this story) He did also receive my e-mail so he knew my issue before we even spoke. He was very nice and simply said that "he did not have time to deal with arguments and attorney general letters, so he would zero out my account as of today and send me an e-mail stating I was paid in full." Guess that means he knows they are not licensed in Wisconsin! Here is a copy of my e-mail and his response. Also, for anyone else out there, this company is also known as Zipcash and North American Financial.

I am writing today in regards to my current loan. I have a loan out with your company for $250, of which I have paid $300 in total payments. Upon further research of my state's payday lending laws I see that you are not licensed to legally lend to Wisconsin residents, and therefore cannot legally charge interest.
I am requesting that my account be closed as paid in full with no further debits to my checking account and nothing reported on my credit. I am revoking your right to debit my account any further as of today, May 7, 2007. If you do not comply with this agreement I will have no choice but to report your company to the Attorney General's office.
I will be expecting your prompt reply to this matter and hope we can quickly and easily resolve this matter without having to file any complaints. Thank you.
