can i add a tax bill to a consolidation program or there is a separate route to do tax debt consolidation?

You can work out a installment agreement with them. You can go online at www.irs.gov. I pay mine monthly, but they will take any refunds due and apply it against the balance. But at least I'm not being garnished nor a lien against my property. If you decide on an installment agreement, make sure you don't/won't owe taxes for 2009. Part of the agreement stipulates that you cannot owe taxes for future tax years.

Yes, it was easy. I didn't even have to talk to anyone. Go to their website: www.irs.gov and search for installment agreement. You can complete it on-line and arrange for payments. I used to have it taken out of my checking account, then I switched to billing, although I pay it on-line. Just don't be late with your payment and don't end up owing taxes for 2009 because it will invalidate your installament agreement.
