Nevermind, I found the answer, finally!! "Twelve states have made it illegal to record a telephone conversation without all parties' consent: California, Connecticut, Delaware, Florida, Massachusetts, Maryland, Michigan, Montana, Nevada, New Hampshire, Pennsylvania, and Washington. It is legal to record a conversation in the other 38 states as long as one party to the conversation (you) gives consent." I put the states that it's illegal to record without all parties consent if anyone else was quesitoning it.

I think California law has a loophole...if you are being threatened with violence or extortion, you may be able to record without consent. I am certain that does not include every violation of either fdcpa or state debt collection laws, though.

In essence what they do is place that in the beginning before connecting to a CA. This allows a 2 party call recording as they are now assured it is legal for them. Now, record away and provoke them into any and all violations!!
