The BBB's national policy is to refuse to accredit debt settlement companies and to score all debt settlement companies no higher than a "D" regardless of how many complaints there are because of what they call "concerns about the industry." A few local chapters have bucked the policy and a few companies sneak through by disguising what they do, i.e., claiming to be a full service law firm when all they do is debt settlement, to get a better grade.
Non-profit debt management companies get a fairer shake so if your dead set on getting a BBB-accredited company (which really only means they've paid dues to the BBB) you might want to try those instead. Otherwise, I would suggest focusing on other info in the BBB report, i.e., how long the company has been in business, how many complaints there are against it, whether the complaints were resolved, etc.
