I am not sure if anyone has ever checked out helpfordebtors.com. I have taken a browse and it seems pretty informative. There is also a drop-down menu for individual state laws regarding debt, collections, etc.

I registered and looked around. It has a lot of different debt info but unfortunately I couldn't find anything specific to PDL's. I also noticed most of the forums were pretty inactive and old. I'm sure it will be useful to some but that is just my 2 cents.
