If that were the case there would be a back up at all the airports because I'm sure there are plenty of passengers who are behind on their credit card payments. I don't know that for a fact that they are behind but I'm willing to bet that the collection agencies are not sending people to aprehend those who don't pay their credit card bill at the airports. It makes no sense.

Are you worried because you are not a citizen. I just don't understand why you think the FBI would get involved with credit card debt, unless there is more to it like I said getting it under fraudalent means.

If you don't pay them until the debt remains within the SOL, there chances of getting a legal case against you are feasible. When the statutes expire, you get the legal base and can refuse payment on the debt.
