Consult a lawyer. But for now you can write a certified notorized letter requesting the documentation for all signatures made by you and all correspondance.
Make sure you write it in a professional way like this

By requesting this you should of gotten a certified or something
By requesting this you should of gotten a certified or something from the delivery party stating the date delivery the serve. If it was made by the sherif department they usual just leave it in a secure place at the residence. However if it was sent by mail it should of been sent certified with your signature, no one else can sign it or it is voided.
I don't know who was suppose to have delivered it, but they said

I am at work all day and my daughter is in school and she comes to my job after school every day. There was nobody there who could have refused to sign or receive anything.

Send the letter anyways so you can get all correspondance between you and them. Be stern but nice. Tell them they made fraduelant claims against you and you are trying to clear up this miss understanding. They have to send you everything by law. Also they might of misdelivered. It was probally delivered by the sherifs department.
The reason why your appeal was denied is because you didn't have supporting documents stating it wasn't sent to you.
Basically the letter should look somthing like this:
