How do I get rid of these people?

I keep getting a call on my cell phone, from 651-204-1341. I had no idea who it was so I typed it into Yahoo search and this site came up.
For the past week or so they call at least 4 times a day and every time I answer they hang up. The few times I've missed the call they left a voice mail, but when I try to listen to it it's just a whole bunch of VERY loud noise, similar to a fax machine.
I tried to call the number back and it immediately goes to a recording that says they have a very important message for me. So I hold on and after about 3 minutes the line goes dead.
From what I read on this site the company is called ICS... and I don't even know who they are or what bill, if any, they're trying to collect. The only outstanding bill I know of is a medical bill from 3 years ago when I had my daughter and my insurance is supposed to be taking care of it.
Anyway ... any suggestions or advice would be appreciated. These calls are very annoying, as you can imagine.
