This is a declatory ruling by the PA Department of Banking regarding online lenders that are licensed in their state of incorporation.
This would not be applicable to a company that is not licensed anywhere.

You should send these PDL's who are not following the Florida State laws a letter with the laws listed. IF you have overpaid then you may want to ask for a refund or your account paid if full. I would defiantly file a complaint with your Attorney General Office.
