Is it true that you are only required to pay a minimum of $5.00 per month to a CA and they can't take further action??

Sorry it took me so long. Meetings, promotions and market share!

I sent you a PM but I'll answer here as well.

By futher action I am going to assume that you mean to sue. i'll ask at work because I do not deal with that part of collection. I am completely precharge off only.

I do know that a collection agency will not consider a 5 dollar a month arrangement acceptable and they will continue collection activity.

I think the other thing you would have to look at is that CA's will always continue with collection activities until the account is paid which could mean a court judgment at some point. Now if it ever ends up in court and all you have been doing is paying $5 here and there, the judge will look at and see if you are making your best effort. I would think that $5 a month would not be considered best effort and it would work against you. So it's best to pay the most that you can or negotiate some kind of payment plan and hope that the CA accepts offer. But just to send them a few bucks to keep them off your back, won't work.
