Further more when I googled the name chase providian, another web site came up, where hundreds of other people have received this letter for a debt they never had. Can this be legal?

Sounds fishy...Chase and Providian are two different companies. If you don't own the money, you have no obligation to pay it. If it shows up on you credit report for some reason, you can dispute it and have it removed.
I don't think the letters should be legal, but I'm not aware of a law that says otherwise, which is terrible. Hopefully soon, the government and other federal agencies will start cracking down on scammers and spammers!
