That is a heck of a lot of questions there.Ok first thing most do is make an attempt at either inhouse or outside collections.This will happen usually 60 days past due on up to chargeoff date. Most creditors look at you personally to see if you are worth the time and money required in a suit. Some collection attornies sue anybody and everybody. I am sure you can be found in Canada or Europe since credit bureaus have offices there and will take steps to ensure your report would follow you. I am unsure of garnishment proceedings on a international level so you may need to research that with an attorney.
