Why do collection companies bill you and then say they don't have your account?
I am not sure why the do that...perhaps they could not validate

If Resurgent is "handing my account" as I was told, does that mean the other collector could not 100% prove that the debt was mine, or that I signed an agreement to pay....or maybe they have no ownership papers from the original creditor?

In cases like these, the collection agency probably knew they weren't going to be able to verify the debt, and immediately sold it before the 30 days was up.
How did you ask for validation from Capital Management? If you sent it in the mail, and sent it certified, then find out when Resurgent bought it. If the first collection agency still owned it, then they should have sent you the validation request. You can use this evidence in trying to remove the item from your credit report.

As far as them being one complete company, I am not sure. However, Resurgent full name is Resurgent Capital Services.

Not all companies sell their debt and many maintain a lot of control over it even after it goes to a collection agency. Citibank, in particular, is notorious for sending an account to a collection agency for a few weeks then pulling it back.
