before you even do that, you said that the PDL company is not licensed to do business in your state, is that right? If that's the case, then they have no chance. They broke the law to solicit business where they dont have the legal right to do so. So many consumers dont think about checking these companies out before they do business with them--thanks to my experiences, I check out everyone now, but I didnt used to. Check with your state--in my state there is a 'secretary of state' office that handles licensing for businesses. Check to see what it is called in your state and contact them. You should be able to find out the penalty they face for doing business without proper licensing. Then, apply the same to the CA. Once you can prove what fines they will face, I would then turn it back against them. Send them a letter, detailling the laws they broke, and the penalties for those violations.....and then, inform them that they can proceed with harassing you if they wish, but if they do, you will then file charges in your state against both of them, and you will also sue them for repeated violations of the fdcpa, which is federal law. At the end of the day, they can owe you up to $1000 for the FDCPA violation, plus the fines and penalties for breaking state laws. Ask them if the amount they claim you still owe is worth over $1000 that it will cost them....
please let us know what they say in response.
EDIT--if this does not get them off your case, if they still try to collect, then just sue them. At that point, they will have demonstrated flagrant disregard for the federal and state laws governing their own business--so make them pay you for their ignorance. No one deserves to be treated like that....

Thanks for the info guy, my sister said the IPDL was from Cash Advance Network. Now I've been reading a few posts and I can't get it quite clear in my thick skull, is Cash Advance Network the same as MTE Financial? And if so, is this the same business that is no longer supposed to be lending money and any debts are null and void? I think I read a post somewhere on here about that. Just would like to get that clear so I know if I'm comprehending what I'm reading right?
