What state are you in? And how bad is the problem [type/number/amount of fines, etc., how long ago]?

Unfortunately that's just the way it is - government/municipal fines have a lot more leverage against you than regular debts, and they can "hold your hand to the fire," so to speak, by booting your car and suspending your license, etc. "If you can't pay the fine, then you shouldn't have done the crime."
I have paid about $5000 in parking tickets to my city over the last 5 years. I know that sounds bad, but I do have logic behind it...
In my town you cannot park on the street overnight - they will write $30 tickets if they happen to drive around at night and catch you. Aside, my apartment has no parking lot of its own. When I first moved in, I called the city and asked them where I should park -- their answer was that there is a city lot about 4 blocks away that costs $175/month to park in.
I said "nevermind, you can write me tickets all you want, I'm not going to walk 4 blocks to my car." At first I didn't pay the tickets, and then they get late fees, and after 60 days they double, so $30 turns into $80. After 5 unpaid tickets they boot the car; after 10 unpaid tickets they suspend your license. I got a couple boots and had to pay to get the boot off my car...
I said earlier that I have logic behind it ... Well as I calculate, I have paid over $5000 in parking tickets in 5 years ... that is on average $83.00 per month for me to park on the street right in front of my apartment. If I did "what I am supposed to" then I would have to pay $175/month to park 4 blocks away. So it is actually cheaper for me to let them write tickets, and I don't have to walk that far.
My only regret is that for the first 2 years I didn't pay the tickets. The late fees and boot fees are what really cost me. After I realized how much I'm paying in late fees then I started paying the tickets as soon as I get them. That way it's only $30 and they don't build up enough for them to boot me over it.
Anyway, back to your issue. Somehow you've got to pay it, that's the only way to get your license back. Even a bankruptcy will not wipe out municipal debts.
My city also has what they call "amnesty day." Once a year, usually in February, they will waive all late fees and let you pay the ticket for it's original amount. Maybe you can see if there's a way for you to pay a reduced amount to take care of all your tickets.

Also, if the court has ordered you to pay these, when you go back for a review, you can ask for a reduction. Some of my clients had alot of fines they had to pay, in addition to the money to get their license, probation, etc., and I had them go to their review and explain to the judge they were having problems. Alot of times the judge will reduce your payment, but you have to pay it every month, or however they set it up.
Some of my clients have had to get the fines paid off and then try to work on getting their license back, because they couldn't afford to do both..Good Luck..karen
