Can either collection agenices or law firm do this?, just leave a hand written note at yoru place?

Just let them know the date you have taken out the loan, that the company isn't licensed to conduct business in your state, and they are charging illegal interest and fees.State the amount of the loan and the amount you have paid to date. Let them know that they are difficult to contact and you are seeking a resolution to this matter. If you have paid well over the legal interest rate which goes over the amount of the principal (EX: I borrowed $300 from ameriloan, by the time I filed my complaint I had paid a total of $875 in interest on this loan and nothing was applied to the principal,my resolution: I want my account marked paid in full and a refund of $575 due to the company's conducting business with a citizen of this state without a license and charging illegal interest rates.)

If you don't have a phone or do not answer your phone which includes not answering messages then a company will begin to skip trace you. Which could include calling up "near-by's or mults" and they would use the excuse that they did not believe they had a correct # for you so they went looking for you.
a third party can be contacted more than once. If someone continues to give the same third parties # while skipping stressing that someone in the home is lying and the DB does indeed live there. The debtor themself has expressed that is their home # and a collector believes that the third part has new information.

All collectors are not the spawn of the devil. I work for a company who fires collectors who violate the fdcpa on their first time, this is well known throughout my company so it's not often someone get's fired. Encouraging that all collectors suck big doodoo or even most is misleading.
Getting a debt validating letter is fantastic! Encourage it. Encouraging someone to contact the origional creditor first and find out if a payment plan can be worked out or finding out where their debt was send is a wonderful start. (90% collections agencies get their money anyway and then 75% creditors will refer you back to the agency, it depends on how old the debt is) Encouraging someone to enter into a form of debt counseling forum is a supremely good deed! Educating people on the FDCPA is an extremely good move, and I am not being sarcastic here. I myself educate my debtors on a daily basis of it, I feel it is important for people in debt to know the rules but I also feel it's important to know it is not a shield where you can shirk your responsibilities.
Maybe this is a little frustration here because sadly there are more people than not that here lately have been useing the law, as well as advice from others encouraging them to not "renew their SoL date", to not pay for things they took . It irks me when I see someone told to not pay for somehting because it could renew their SoL. That shouldn't be something encouraged, encouraging someone to make arrangements to pay their bill in full or a payment plan is the way to go because then you are paying for the things you actualy took.

I received a call at work today from Cash Central demanding that I send them money by moneygram or western union. I faxed them a letter last Monday requesting them verify/validate the debt, and informed them not to contact me at work. The lady today told me that she never received the letter but I have a printed confirmation showing that it was faxed successfully. I told her that I wasn't sending them any money and told her not to contact me at work again. I gave her my home number and informed her to call me on that number from now on. She kept telling me that if I did not pay on my account they would continue to call my work. I finally had to hang up on her because she wouldn't listen to me and then she called back 5 minutes later.
